HRC condemns culture of detentions without trial

THE Human Rights Commission is concerned that two brothers Elijah and Ernerst Kaumba have been in police detention for more than 60 days without appearing before the court of law.

Human Rights Commission spokesperson Mweelwa Muleya said in statement yesterday that unless it was absolutely legitimate and necessary for purposes of law enforcement, extra-territorial detention must stop.

Mr Muleya said the two brothers aged 26 and 22 had been transferred from one district to the other as a way of being punished or intimidated.

“In most democracies, this practice is frowned upon because it is widely viewed as a tactic for either punishing or intimidating suspects.
